TERMS OF REFERENCE TO CQC'S HEALTH POLICY GROUP ("CQC HPG")
CQC's Track Record on Health Policy:
* 1990 -- CQC decided that health care policy, including the financing of health care, deserved priority civic attention. 1993 -- During the Hillary Clinton health care reform effort, CQC issued 8 civic criteria to appraise any and all reform proposals and sent it to 60 federal officials in Congress and exec. branch.
* 1995 -- CQC released a defense of Medicare on certain issues.
* 1997 -- CQC created a Health Policy Group ("HPG") to monitor " incremental" proposals then anticipated.
* 1999 -- CQC issued a 17-page citizen* primer on health care policy entitled "Health Care Policy Choices: Quality and Reality", which was written by the HPG and reviewed by outside experts. It was then distributed to over 80 national organizations. In very readable language it describes the major issues and the motivations of the principal players. Purpose of CQC*s Health Policy Group: To monitor conditions and proposals in this field and develop constructive actions, with due regard to other major public concerns.
Organization and Procedure: Informal; up to the group; needs chair and liaison with CQC; collects relevant materials and information (including information about health care systems in other advanced nations); use meetings, E-mail and other forms of consultation; check with outside experts as appropriate.
