CHAIR, TRANSPORTATION POLICY GROUP: Robert Saloschin
SUGGESTED TERMS OF REFERENCE FOR CQC*s TRANSPORTATION POLICY GROUP ("CQC-TPG")
1. Purpose: To identify and evaluate impacts of various transportation policies on the American way of life, and to consider possible actions.
2. Procedure: Informal; temporary chair or rotating chair or co-chairs; liaison with CQC; develop a work plan/schedule/agreed assignments; infrequent meetings and use of E—mail, etc.
3. Definition of "Transportation": Any service, including self-service, that moves persons or property from place to place.
4. Primary Focus:
5. Chiefly on transportation of persons within major metropolitan areas, with some attention to transportation of property and to intercity transportation. Transportation History and Modes of Transportation
6. Measurements of Transportation Quality: Speed, safety, comfort, convenience (detail various aspects of this), costs, and collateral benefits and detriments.
7. Relation of Transportation to other Public Concerns: Environment, economic productivity, land use, energy resources, health, personal and family enrichment, national security, etc.
8. Demographic and Geographic Factors in Transportation: Aging population, movements to coastal areas and sunbelt, etc.
9. Transportation Demand Analysis:
10. Assuming continued prosperity, what are the limits of public demand for more and/or better transportation? What effects from telecommuting, Internet, etc.? Acute Transportation Problems:
* metropolitan area surface congestion,
* impact of transportation on other policy areas.
11. Transportation Safety (Surface):
* Drivers (youths, substance abusers, cell phones, fatigued truckers, elderly, etc.);
* vehicles (crash prone, crashworthy);
* operating conditions, including aspects of traffic law enforcement, signage, etc
12. .Political/ideological/psycho-cultural factors.
13. Neglected Transportation Approaches:
14. Jitneys; coordinated taxis; fast trains; exotic modes, etc. Passenger cars: functions and designs; SUVs, hybrid cars, etc.
15. Fixed route/fixed schedule services ("transit"); carpools
16. Possible Group Products: Civic primer, other.
